Announcement on the upper and lower limits of the social security payment base in Shanghai in 2022 (update AC weekly issue on 4th.Jul.2022)

In accordance with the requirements of the state, provinces, autonomous regions and municipalities directly under the Central Government should check and verify the upper and lower limits of the social security payment base every year.

In 2021, the average salary of employees in Shanghai is RMB11,396/month. Based on the calculation, the upper limit of the social security payment base in Shanghai will be adjusted to RMB34,188/month since July 1st 2022. The lower limit of the social security payment base shall be 60% of the average salary of employees in previous year. In view of the impact of COVID-19 on economic and social development, in order to reduce the burden on enterprises, the lower limit of the social security contribution base in this city is determined according to 60% of the average wage of employees in 2020 and 2021, which will be adjusted to RMB6,520/month from July 1, 2022.
