Effective 1 January 2025, the City’s unemployment insurance and workers’ compensation insurance rates will be adjusted. The relevant matters are hereby notified as follows:

1. From 1 January 2025 to 31 December 2025, the City continues to reduce the unemployment insurance premium rate in stages. Unemployment insurance continues to implement a contribution rate of 1 per cent, of which the unit contribution rate is 0.5 per cent and the individual contribution rate is 0.5 per cent.
2. Starting from 1 January 2025, the base rate of industrial injury insurance for employers in industries from category 1 to category 8 of the City shall be implemented in accordance with the national regulations on the base rate of industrial injury insurance for the industry, i.e. 0.2%, 0.4%, 0.7%, 0.9%, 1.1%, 1.3%, 1.6%, 1.9% of the base rate of the contribution for industrial injury insurance for the employers in that industry, respectively.
3. This Circular shall come into force on 1 January 2025 and shall be valid until 31 December 2029.
