The city has adjusted the upper and lower limits of the social security contribution base for the year 2025.

According to relevant regulations and requirements, starting from July 1, 2025, the upper limit of the social security contribution base in Shanghai has been adjusted to 37,302 yuan per month, and the lower limit has been adjusted to 7,460 yuan per month. The average salary of all urban unit employees in Shanghai for the year 2024 was 12,434 yuan per month.

To ensure the social security rights of insured individuals, after the publication of the upper and lower limits of the social security contribution base, the supplementary portion of social insurance fees resulting from the adjustment of the contribution base for insured units and their employees, as well as flexible employment insured contributors, should be paid by the end of October 2025. During this period, no late fees will be charged.
